Error 60000 means your profile is unknown. You can fix that (permanently) by going online with another license, playing a race, then going offline again and go online with the previous license that has the error. 23911 is the error code you get when you create(d) too many different profiles / licenses. This usually goes away within 24h.

The homebrew channel displays all apps that are on the SD or USB drive. Just copy it to the apps folder with the proper structure.

No, that's not possible in general, only for very few GCT codes. I don't know if Riivolution can load a DOL file patched with wstrt, but you can also just write a Riivolution XML that applies a code handler and the GCT file to the game.

Your patched backup has been created with an old version of the Wiimmfi patcher (pre-2018). These clients can no longer connect to Wiimmfi due to security issues. What's the exact process you used? First Wiimmfi-patched (with what version?) then added your own texture stuff, or first added the texture stuff then added a Wiimmfi patch?
