tournaments don't have to be approved by anyone, as long as you have people who sign up you can host it. if you look throughout the various tournaments that have been hosted on mkboards you'll see they all work practically the same and have happened numerous times in the past few months

Both of my fcs are already registered, one of them at the top of the list with the Japanese ID. Is there any reason for this? thanks.
