I think the idea about mii name bans are to eliminate all obvious, intentional, uncontroversial, or blatantly offensive names. Not to hunt for unreasonable and uncommon reasons to ban a common name or pattern. Though i did not agree with him at the initial moment, I understand why Tock made his point in the past about mii name bans. Still, however, there's a solid line between those using offensive names intentionally, and commonly/uncommonly made mistakes.

What he means is on the bans page specifically, only the first player’s name is displayed.

Depends on circumstance. If you actually have reflected on that and learned your lesson after X years, it’s likely, but not always guaranteed. Regions that are not listed, or listed on here (→ wiimmfi.de/reg-stat) as Deny will likely have you autobanned.

In any questionable scenario, I would not use Dolphin at all, specifically AND especially if you know it to be an issue. Otherwise you'll either be reported for screwing one too many races over, or one of the moderators will be able to see your finish time to be illegitimate anyway. Better to fix the issue at hand now.
