The japanese version of Pikmin 2 seems to contain BMGs in Shift-JIS format, according to this page.
EDIT: Also, the FLW1 and FLI1 sections seem to be game-depenant script / instructions ( buildmedia.readthedocs.org/media/pdf/ndspy/stable/ndspy.pdf page 25).

Also, this tool can apparently convert BMGs between the different encodings so you could use that to get BMGs in the other encodings to test.
