I can't exactly remember competition policies, but I'm sure this is definitely a violation since it likely gives an unfair advantage.
Last I remember (which was a year ago), only the admin can actually *delete* the submitted times, and the moderators can only ban the player, of course, but mainly the bans were for submitted times that were invalid. Also, it might be a bit late, because the competition has already ended...
