In the past, there have been a few reports of players getting error code 23934 after importing their NAND backup into Dolphin. I have now prepared a small homebrew that should be able to fix that issue.
What I've found out so far is that players who get error 23934 have certain data missing in their NAND backup, which is most likely caused by a bug in whatever software was used to create the NAND backup (mostly when dumped from a WiiU).
Warning:
How to use the tool:
If you still get error code 23934, please take the keys.bin from the SD card and send that to me in a private message. Do NOT publicly post the file here, send it to me in private.
Also, the nand.bin and keys.bin now on your SD card have now been modified a certain way to work with Dolphin - do NOT try to restore that backup back to the console - I have no idea what happens when confronted with that modified nand.bin, it might brick if you restore that modded backup to a console.

Warning:
- Do NOT use this tool if you don't get error code 23934. This tool doesn't help you get around bans, and it also doesn't help you skip the 7-day wait. All it does is fix error 23934.
- If you are using a physical console, this tool won't help you. This is only for Dolphin players.
- If you use a NAND backup that was created on a Wii (not WiiU) with Bootmii, this tool most likely won't help you either.
- If you are using a NAND backup that was created on a WiiU, *and* you get error code 23934 in Dolphin, this tool might be able to fix this
- Do NOT use this tool if you get any other error in Dolphin.
- Please don't mirror that tool on other sites. It is useless without these instructions, and I might need to update it.
How to use the tool:
- Go to dolphin-emu.org/download/#download-dev and make sure you are running the most recent development version of Dolphin. If you aren't, please update.
- Make backups of A) the "Dolphin Emulator" folder in your Documents folder (or the
~/.dolphin-emu
folder if you're on Linux / Mac) and B) the nand.bin and keys.bin you imported into Dolphin, just in case something goes wrong - Put the nand.bin and keys.bin you imported into Dolphin onto your SD card.
- Put the homebrew app from the attachment onto the SD card.
- Put the SD card into the console the NAND backup is from
- (it will not work if you use a different console!)
- (it will not work if you use a different console!)
- Open the Homebrew Channel and start the App.
- Disconnect any USB device from the WiiU
- Press A to start the process.
- After a second, the console should display "FIXED" and prompt you to press A to exit - press A
- Remove the SD card from your console, put it into your computer, import the nand.bin on the SD into Dolphin again
- Due to a bug in Dolphin, this might cause the 7-day ban to restart. If so, tell me the serial number of your WiiU and I'll remove it, if you were indeed a victim of this bug.
- You should now be able to connect to Wiimmfi in MKWii.
