Okay, I get it. Dolphin lets cheaters in. Wiimmfi, however, DOES run on Dolphin, provided you first install a full NAND from a homebrewed Wii or ask someone for the files.
Considering how rare and limited NANDs are, with every banned NAND of a cheater, there is a lesser and lesser chance of that cheater returning and cheating again.
CTGP-R? Nah. There is an invasive, Denuvo-like DRM made SPECIFICALLY to prevent any installing or running the game on an emulator.
This DRM also doesn't allow ISO patching. I honestly don't get the purpose of that. By not providing the full ISO that you can run, you don't host any copyrighted content by Nintendo.
Considering that discs go for $50 USED and an alarming $130 for NEW, is CTGP-R really meant to be a rich elitist club or what?
