How can you edit .arc files ?

Hey guys, I have a quick question here. I am actually planning to create a mod for mario kart double dash. But to do that, I need to open .arc files ( In order to see how the game works and maybe change things ). However, I am new to the modding scene so I kinda don't know how to proceed. Do you guys know a software that opens .arc files ? Like maybe that could convert .arc files in another format so that you can edit them ? Or I am going in the wrong way trying to proceed like that ?

ARC is just the file extension, you'd need to know the actual file type. If it's a Yaz0/1 file or an U8 archive or similar, Wiimms SZS tools can unpack and re-pack them.

Operations:
extract : Extract all or some sub-files.
cut : Select subfile by name (e.g. example.rarc/subfile).

Creation of rarc files ist not supported.
